So new updates have FaceID any orientation. Why don't the newest iPhones?

I sometimes am using my iPhone in landscape, it locks, I then have to go back to portrait to unlock and back to landscape again, no hardship I know, bit just wonder why.

Is it a technical reason? I thought the FaceID hardware would be the same in newest iPhones and iPads?

Likely a 2019 iPhone feature. Apple likes to ration their latest features every year, and I’m assuming they are saving this for the 2019 iPhones But the question is, do all these iPhones achieve landscape mode or is Apple going to make that exclusive to one model like the Max.
 
I do miss the full landscape app home screen thing from my 7+, not sure why doesn't on these larger phones now.

It's not a deal breaker just a slight annoyance as I'm sure it's technically possible.

The TrueDepth module that enables horizontal Face ID is nearly 50% wider on the iPad Pro compared to iPhone.

Instead of a notch, the iPhone would have a top bezel.
