iPad Why hide my email option is not shown when signing in with Apple?

Hi, why for some apps, there is no option to hide my email when choosing to Sign In with Apple? Is it determined by app developer? Is there any way to make such option available all the time?

Settings > your name > iCloud > hide my email. You have to have iCloud+ for this.
