Why is iPhone so different from iPad???

Have installed ios8 on both now...quick differences right off the bat..

- iPhone asked me if I wanted iCloud Drive during setup, iPad didn't...
- iPad doesn't have health kit, passbook, stock, voice memos

Is something wrong or am I missing something?

The iPad has never had Passbook or Stocks.

Did you already upgrade to iCloud drive on your iPhone?

Why would the iPad get healthkit?

Health App on the iPad could utilize the screen size when showing reports or statistics gathered from other apps. Not all apps that Healthkit is supposed to support are limited to iPhone only. Mayo Clinic, MyFitnessPal, and a few others have iPad native apps. So, why should it not be supported?

In addition to the App, I would like to see a web portal where the information can be viewed and possibly have manual inputs available.
