Why is it that every time in Safari I Add to Home Screen a WebPage, there’s no icon until I Restart?

For years now anytime I want to save time by adding a safari webpage onto my home screen by creating a widget/app icon, it never shows up until I restart my phone?

Say I want to ‘add to home screen’ MacRumors.com, well no icon will be visible until I restart my phone. No exceptions every time. But when I restart my phone then it shows up. It pisses me off.

iPhone 7+, always on the latest iOS.

Strange, works right away on my iPhone 7 (with latest iOS).
