Why is my iPhone 4s vibrating when choosing ring tones?

I have BOTH vibrate settings (Vibrate on Ring & Vibrate on Silent) set to OFF. I rebooted the phone, nothing. It still vibrates with every ring tone I select. It does not vibrate, however, when I am choosing a text tone. I'm running iOS 6.1.3 and do NOT want to update to 7. Don't think that matters, though. Super annoying. I guess I could listen to all my tones in the text tone selection area but I wish I knew why this was happening.

When you select the sounds, it plays the sounds and the associated vibration pattern as a demo. To stop the vibration, first choose none for vibration for the associated action.
