Why is PC version of iTunes throttled?

I can only get 30mbps downloads on iTunes for PC while I can get 150mbps+ downloads on iTunes on a macbook pro. Any idea why Apple would do this?

Maybe this explains why I have issues streaming songs from Apple Music (not the radio oddly enough) often refuse to play?

Songs are small file sizes and shouldn't be a problem for anyone. You probably have a problem on your end.
