iPhone why is photo stream so flaky?

sometimes I need to turn it off then back on to get pics to download from my other devices. I need to do this quite often and sometimes it works and sometimes it doesn't. It feels very random

This same thing could be said about many aspects of Apple's software lately.

It seems like "It just works!" isn't a priority at Apple anymore.
