So I just went to http://www.apple.com/safari/download and I see that the latest version is still the 3.0.3 BETA. Is this the same version that comes with Leopard? If it is, that would mean that Leopard does not ship with a production browser. Anyone else (other than me) think this is an issue?

No, Leopard comes with 3.04. We may see the final version concurrent with the OS X 10.4.11 service pack which is due any time now.
