Why is Siri 4S exclusive? Won't it work on iPad 2?

iPad 2 has the same processor (if not better, since there's a chance the iPhone's is underclocked) and quite possibly the same amount of RAM.

Is it simply a marketing ploy to push more 4S'?

On that note, the Siri application works just fine on the 4. Bets on how long til we can see a jailbroken version of it available?

I'm pretty baffled by this too. Maybe it's the mic? The iPhone has a second noise-cancelling mic, right? It could also be coming to the iPad in a later update. It definitely should. Siri would be just as cool and useful on the iPad (if not more).
