Comparing my iPad 3 and my mom's new iPad Air our Safari bars are different colors. How can I make the iPad Air look like my iPad 3?

The Air is in Private browsing mode. That's the only way to get Safari to appear dark. To turn it off, tap in the address field, then you'll see "Private" at the left above the keyboard. Tap that text and you'll be back in normal browsing mode.
