I updated to iOS 18.4 beta 2, but why is there an Online Safety section randomly put in Siri section? first of all what is this, and why has it been put in the most random place ever?

That looks like a UK specific thing. From what I can see it shows you how to report people for offensive content. Maybe it’s Apple covering their rear by advising you this is how you can report people sending something offensive to you.

I don’t think it’s necessarily a bug, but without some context, it does seem like a weird place to put it. It is relative to Siri because what you’re saying to Siri is transmitted across the Internet. Perhaps in the UK you should consider what you’re saying to Siri and ensure it complies with UK law. I remember back in the day you could ask Siri, jokingly of course, where to hide the bodies and you would get a funny reply. Now not so much. I would not be surprised if you get a very non funny visit from your local law enforcement agency. I think Apple is just trying to cover themselves from all possible scenarios.
 
It's there because it's a legal requirement under the (terrible) Online Safety Act, which comes into force this month in the UK.

Siri can do online searching, also search for images. Notifications your phone received can be read out by Siri. All of those may have unlawful and harmful content.

Apple is following latest UK regulations. If there's any opinion, it would be better write to your local MP and Home Office, instead of Apple.
