Why is Time Machine taking so long to "clean up"?

It's been over 45 mins now in "cleaning up" mode after an incremental backup. Huh? It's almost time for the next incremental backup. Is this normal? If I click on "skip cleaning up" then what happens? Do I fall down a rabbit hole? Get stuck in a loop or time warp? Spend the rest of my day on this? LOL

Has it behaved this way more than once? What happens if you cancel that backup and start a new one?
