Why is web-browser iCloud so crap?

Like most (if not all) people I know, my work computer is a company-provided PC, so no Macs for general use here. I then have my iPhone. But there's large areas of the building where I'm not allowed it for security reasons and that also has a small screen and is a separate item in my pocket or on my desk, not on the actual computer I'm using.

Specifically the reminders app is useless. I can't make folders, group stuff or anything. So it's a complete arse to use what's otherwise my general-use reminders app everywhere while at work. The calendar is ok but somewhat clunky compared to other web calendars and pretty feature poor (if other websites can auto-complete things why can't the location auto-suggest like my phone/iPad/Mac for one). Also since the last updates I can't drag and drop mail to keep it organised.

Considering the likely millions of people who have an iPhone/Mac/iPad and are iCloud users, but work on PCs and aren't allowed to use their personal phone in the office or just want their calendar/reminders/etc on their big PC screen, I'm surprised they don't put a bit more effort in. When you look at google or microsofts web-offerings it's clearly possible to make decent stuff for the web.

Obvs there's the iCloud install for PCs that makes iCloud work in Outlook. Obviously most workplaces don't want to install it or give you admin rights though. I did try it once a few years back but it was pretty flakey. Anyone use this on a regular basis? What are your thoughts? Maybe I should try it again? But due to layout and compatibility not having exact feature parity, I'd have thought just having a decent iCloud web interface would make it easier for all.

Or is this just another case of all the Apple executives and high-up engineering staff living in a world where people strictly only use Macs/iPads/iPhones/AirPlay/FaceTime/HomeKit/etc and money is of no concern so the latest everything, while Windows/Android and all other OSes and connection methods making up the bulk of the world are a strange phenomenon they don't think exists or should be considered?
