Why isnt my new sim card working on my iphone 4?

i have an iphone 4 that is locked to virgin mobile (canada) & i just recently had someone take over my contract so my sim was done, i went out to buy a new one every store said they didnt have a micro sim so i got one cut. im using it on prepaid so i got it all set up, but the phone keeps saying NO SERVICE. and when i go to carriers and turn off automatic & click the networks listed (VIRGIN , VIRGIN 3G) it says restricted !! how do i get my phone to work!? its iOS 5.01 could it be the prepaid part ? i just dont want to find out i wasted 65$ for no fu**** reason
