Hi there, I noted , while mac studio has 3 rod, hot neutral and ground, mac mini seems to have only 2 rod without the ground rod, why? is mac mini not grounded , because it's not metal case? how about the keyboards and mouse, devices connected to it? Shouldn't them be all grounded ?

I don't know if the Mini has a 3-prong plug, but it you are certain that your Mini's power cord only has two prongs, then your Mini is a double-insulated device. My macBook power supply and cord has and AC plug that has 2 prongs. and so the iPad, etc. Desktop computers like the Studio, iMac, Mac Pro, and so on, each has a power cord with a 3-prong plug.

I'm not sure, I only looked at the photo of it and wonder about it too, but from the looking it looks like that's a 2 prongs?
 
Picture of the rear of the M4 Mac Mini on Apple's website clearly shows that it is a ribbon cable with only two power prongs. I have a number of Minis and they are all ribbon cables with only two prongs.
