Because Apple EFI doesn't have CPU microcode or
it hardware doesn't support?
 
The 5000X chipset should support the 54xx series of Xeons, so its probably a question of EFI/Firmware. There have been quite some threads about that topic - so far no success stories afaik.

With the preview of 10.8 Mountain Lion and the official cease of support for first-gen MP's there may be renewed interest in firmware mods - maybe the Harpertown support could eventually be added by some inofficial modification (see e.g. the CPUID speculation in post #147 over at netkas).

Question is whether it'd be worth it, as the advantages seem to be comparably small (quick google search - no idea regarding the credibility).
