I bought my iphone 11 promax from my friend who signed contract with verizon since september and he said the phone will be unlocked after 60 days ( https://www.verizon.com/about/consumer-safety/device-unlocking-policy )

But now is 17th december and my phone still locked and cant work with another sim card (AT-T/ T-mobile )

Im still using it and my friend always pay the bill on time :( How can i get it unlock?
Ask your friend to call Verizon and ask to unlock it..
 
I think the phone isn't fully paid off. The 60 days rule is for phones fully paid off. If your friend got the phone and is paying a few dollars a month for ownership of the phone, it won't be unlocked any time soon.

This. I think the friend is paying for the device on a monthly basis. Hence the reason that it's not unlocked by Verizon.
 
The 60 day rule is NOT only for paid-off phones. It's all phones, whether they are fully paid off or not. This was a condition when the FCC allowed Verizon to do the 60-day lock. The lock isn't in place to lock in the customer. They argued that it was a necessary move for fraud prevention. My phone is on an installment plan and is unlocked. It is running Google Fi in the physical slot and Verizon in the eSIM slot.

"The FCC just approved Verizon’s request, so you can expect Verizon-branded phones to only operate on that network at the time of purchase. Customers must activate the phone on Verizon, and then wait 60 days for it to be unlocked. The FCC mandates that this should happen automatically regardless of whether the user asks for the unlock or if the phone is still on an installment plan.

The one exception to the unlocking requirement is when Verizon determines a handset was purchased through fraud. In that instance, it can keep the device locked and blacklist it from the network, which makes it virtually worthless."

Have you tried restoring your phone to factory settings?
