Apple has free messaging (Imessage) and free Video call (FaceTime) but why dont Apple have a free voice app?

I could use facetime and keep the phone in my pocket but it is a bit weird that they have left this part out.

Is there tie to some of to network providers still so strong?

PS I would love if Google/Ms/RIM/apple would create a trust/kartell and put a common voice/message/video app on all there OS . A Monopoly/standard would be great for the consumer.
 
During a FaceTime call you can hit the home button and pause the video. The call will continue even if you lock your screen. So you can technically do a voice only call.
