Why no Apple Store for the iPad?

It seems strange that Apple would introduce an App like Apple Store and not make an iPad (or universal) version. What is the likely reason for this? Is it because Apple considers the iPad large enough for the browser (which then says they consider iPhone is too small)? Seems to me an iPad version would be a BIG plus for Apple and us consumers.

The screen size difference makes the iPhone app more practical.
