I know the 5s doesn't have the NFC stuff, but given the iPad Air 2 can't to the in-store transactions either does anyone know why the 5s can't also make web/in-app purchases using Apple-Pay? Would have been a good way at increasing the number of devices that support it.
 
It doesn't have the secure element. Currently it is thought to the the NFC chip that is inside the iPhone 6/+, iPad Air 2, and iPad Mini 3.

You can still make web purchases with a stored credit card with Safari.

Apple pay uses the NFC chip and creates a random tokenized number instead of your credit card. How would that occur with a transaction executed through the browser?

Same way you use ApplePay online in apps. Maybe I'm not understanding you correctly.

OP: 5S doesn't have the "secure element" as they call it that the newer iOS devices have.
