Why no diagnostic report after system crash?

Dear all

After a system crash, console offers – should offer – a crash report. (Console … System Diagnostic Reports.) Despite numbers of system freezes, mine doesn’t. (User DR has a .crash file, System DR only .diag files which are powerstats taken at midnight.)
Why? What to do?

(MacPro 4,1 running 10.9.1)
