I understand for each major software update (3.X -> 4.X), Apple requires a "large" update. But for the 4.0.0-.4.0.1, why must they require a complete re installation of the OS? It must cause lots of necessary server jam to seed a 600Mb file instead of a 5-10Mb file.
 
Because how could they be sure that everyone who updates are on the OS previous to the update? And what about restores? Nobody does incremental firmware updates, same thing on the PS3, 360 and Wii for example.

Android phones do incremental updates. The updates only change what needs to be changed. That's part of the reason they are able to OTA updates.
