According to this popular Taiwanese cellphone website:
http://www.eprice.com.tw/mobile/news/?news_id=7817 (you'll need to know Chinese or use Google Translator)
iPhone 3G without contract are coming out from Japan. With a simple SIM adapter card (like Hypersim), the phone is completely unlocked.
At the end they'll tell you where to get one (in TW of course), who is selling them, and is authorized by SoftBank. The current price without the contract is around $900 USD.
They showed step-by-step instructions. Even mentioned the minor glitch when iTune detected a non-authorized SIM and how easy to bypass that message.
But I don't think I see any news on any carrier can release the phones without contract.
I think I'll definitely get that SIM-adapter so I can take my iPhone abroad and use the local SIM card.
