My internet connection is pretty speedy (faster than 2011 MBA can handle), but even at 60Mbps I should be able to download Xcode in less than 10 minutes, but instead it takes hours because it's only transferring at around 2-3Mbps.

I can see why some developers get their copy of Xcode from other sources..

I can't possibly be the only one, but at the same time this can't be the norm..
 
I'll add to your "why" on this -

Some larger files should be broken down into smaller files that are re-assembled on the user side OR have a better way to checksum the download so that if it fails at some point, it will properly RESUME from where it left off. I find super slow frustrating and more so if I have to start over because of a hiccup in the connection/communication.
