Why the iPad doesn't come with some Apps?

Just wondering why Apps like Calculator, clock, stocks, weather, etc doesn't come "bult in", like in the iPhone.
 
I don't have an answer as to why they aren't included. However, there is a way to get the official :apple: apps, but it requires a jailbreak.
