Why the long wait

I have a really easy question and its one that I've never been able to find in google searches. Why was there such a long wait between 4 and 4S?

There must have been some glitch that prevented production.

Maybe they wanted to release the iPhone 5... but couldnt and had to step back to the iPhone 4S... Just speculation

That is exactly what I think. Everyone was expecting it to be the 5 with such a long wait.
