Why the other Sandy Bridge laptops don't have Thunderbolt?

Why laptops other than Mac, that also use Intel's Sandy Bridge processors don't have a Thunderbolt port as well?

Because the CPU has no relevance on whether the machine has the port or not...

Apple often gets many technology first, even from Intel.

Intel didn't release Thunderbolt SDK until weeks after the 2011 MacBook Pro was released. Thus the other manufacturers don't have it yet. Expected timing for other companies to have thunderbolt is later this year.
