Why there isn't any decent keyboard on the App store? There are some but they aren't even close to useful. Doesn't Apple allow developers to submit keyboards? Swiftkey for Android is just an amazing keyboard that predicts quite accurately your next word and Google is going to implement something similar in the Jelly Bean... what about Apple?

No, apps published through the App Store cannot affect the system keyboard.

But there are some keyboards such as: Keyboard+ and Arabic Keyboard Deluxe

You cannot change the keyboard, if you look Keyboard+ is a separate app with a custom keyboard which doesn't make any difference outside of the App.

How is that different form Swiftkey, it is also a completely separate app, which doesn't make any difference outside of the App?

From what I have read Apps like Swiftkey can change the keyboard outside of the app so it is used everywhere. This is not possible on iOS, the Keyboard+ app requires that all typing is done in the app and wont replace the keyboard in any other apps.
