Apple is simplifying their inventory as much as possible so that they can have one iPhone model per carrier technology.
If they maintained the 4 as the low-tier entry level $99 phone, then they would need to maintain twice the models still (CDMA+GSM). Clearly, some pretty concrete rumors have been hinting at a CDMA/GSM all-in-one world phone technology for the 5. If this is the case, it's also a contributory factor as to why Apple needs to slightly change the 4 to make it uniform in their product line.
