why wont my vga to video adapter work/"turn on"? helllpp please

so i just bought the vga to video adapter and it's all plugged in and i plugged the yellow rca to the adapter and the other end into the tv, but it's not working?

is there a setting or something that needs to be turned on or something?

please help - sorry if this seems like a stupid question...
