iPhone 14/Plus Why would general Iphone Storage be less than Apple Music Storage?

I've been confused about something and I am hoping someone might be able to explain it. I'm looking at my Iphone Storage and because I've downloaded all my music from Apple Music, I have Music storage listed as 55.48 GB. When I look at the overall Iphone storage at the top, it's less at 36.9 out of 256 GB used. Is there a reason for that? I don't mind it, but I just find it a little weird.

Optimise storage in Music settings might be on? Sometimes the storage usage disregards downloaded music because it knows with this turned on it can delete music you haven’t played recently if it runs low on storage.

I just checked and Optimise storage is off.
