All iPads Why would uninstalling and reinstalling a app help speed it up when opening it ?

The app was MyRadar on my iPad Air 2. It opening animation would lag when launching it like it was freezing or slowing down.
 
did you have a bunch of saved locations or customizations to bloat the app on the previous install?
