Wi-fi Issues

about a yr ago my iphone software started turning off wifi. to make matters worse, the shortcut menu would show wifi on and the control center would display as off. experienced this with 2 different iphone 7 devices and now with an iphone 8. three trips to apple store yielded same result: corrupt software, recommendation to do factory reset, transfer pics and files but lose all text and app history. dumb.
anyone seen this prob and know a solution?

I’m sure you already tried resetting network setting other than that you need to erase and setup as new
