Wi-Fi network defaults

I have a Wireless repeater downstairs, and a Router upstairs. The signal from the upstairs router is just strong enough that iPhones will default to that network, instead of the 2.5 or 5gHz networks downstairs.

Is this a network setup issue, or is there something in the iPhone's settings I can change?
