iPhone wife's iPxs takes forever to DL photos from iCloud?

My wife has her photo library backed up to the iCloud. at home (on wifi) it takes forever to download a photo/video to view. sometimes getting the error when loading.

what gives? internet speed is about 120mbps on wifi. no issues with dropping signal in the home.
