We bought the iphone at the same time (during the last launch). It says she is eligible on Feb 2011! Any idea why a second line like this is not eligible?

There could be countless reasons. Upgrade eligibility is not really cut and dry.

when we bought the iphone 3g on launch we bought two on the same contract.

for some reason the first line weas eligible 5 months ahead of the second line (someone told me this was because the line was charged over 100 a month)

maybe that could be the case, and they bumped yours up to 2010 range, being eligible for the even earlier upgrade that at&t is offering?

It's because when you are on a family plan, the price isn't split exactly in half, the main line technically pays more than the second line, ie. a $100 plan would be $60 for first line and $40 for the second line, for example. The line that is paying more will hit upgrade eligibility first, most likely a few months before the next line does.
