iPhone 12 Pro Max WiFi calling on open wifi?

I went somewhere that had no cellular reception with Verizon so I used free WiFi. I have WiFi calling turned on, but it would not make a call, though I was able to make a FaceTime call. Why couldn’t I make a celllular phone call with WiFi calling?

Did it show that Wi-Fi calling was connected in the status bar?
