Wifi connection question.

On my iPhone XR I turn off bluetooth and wifi but when I look on my Apple watch series 4 it still shows that I am connected to my phone but when I power off my iphone completely then my watch shows I am connected to my home wifi. Anyone have an ideas why?
 
when you say you have turned off wifi, are you just toggling off wifi connections (in Control Center) or actually turning off WiFi entirely (in Preferences) ?
 
in iOS 11 and higher, you need to open settings to actually turn off Bluetooth or WiFi. If you use Control Center it will keep everything on but disconnected (except for Apple watch). If you look closely, it should say something like disconnected until tomorrow above Control Center when you hit the toggle. This is a "feature" not a bug.
