Ok So I was at Sams club in Sanford Fl and while I was hanging around the tech section while my wife was shopping I was playing with a Samsung Galaxy watch and decided to connect the Galaxy watch to free Sams club wifi and it connected without any issues. So I tried it with my series 5 apple watch and it could not connect to the Sams wifi because you have to agree to the terms etc. etc. Wish Apple in the future can "fix" that issue. Once connected I am able to make and receive calls and text via wifi calling if I leave my phone in the car or at home.

Most likely the sales people already had connected the Sams Club WiFi to the Galaxy, and once connected, the watch remembers the connection and you don't have to do that again.
 
No there was no terms of agreement that popped up. Also note that it also connected to a nearby WiFi next to Sams Club and that was Subway and again Apple Watch could not connect
