You will have to jailbreak in order to be able to use it. The WiFi hotspot is only available for the iPhone 4.

We wont know yet untill the official 4.3 is out and also the JB for it.
But if TetherMe doesnt allow for wifi tethering on the 3GS MyWi will still do.
