OK, someone must know what's going on here with this Catch-22. How do I get to a screen that will let me loggin to my wifi network?

I've turned on wifi in Settings. I've turned off cellular data. I've selected my network. I then try to access a Web page. Sure enough it tells me to turn on Wifi or Cellular data.

Am I missing something really basic here?

maybe wifi signal too weak and it can't connect? Because i have also some wifi networks, whereas you need to put your account details to surf the net with that WiFi. Works like that- I connect to that WiFi, WiFi symbol on notification bar appears and when i open safari it opens site to enter my id and pswd.
 
I should have done the update through my MBP before posting. I can now login to my network.

BTW my MiFis is within 3 feet of my iPhone when I try to login. My work Win7 laptop and each of my MBP's login without a problem.
