Hi when I'm at work I turn 3g off and wifi on since I work at a college where wifi is somewhat available.

The issue is...

Today I noticed that edge was on and not wifi.

When I went to settings it showed wifi was available on XYZ network which I'm always on.

But iPhone continued to stay on edge without going to the wifi network.

This happened numerous times today.

Is this a common issue?

It could be a number of reasons.
Most common issue on a college campus is running out of IP's to lease.
You can see the network, but it doesn't have any available addresses to assign to you.
It all depends on how the campus configures their DHCP schema.

Exactly.
If it autoconnects to other known networks for example when you get home and has issues with that particular wifi system then its probably not the phone.
The campus system might be overloaded like mentioned above.
