So I'm going to be getting the new iPhone next month. My friend will be getting it also. He doesn't get cell phone service at his house.. if the iPhone is connected via WIFI.. can he at least send text messages?

Make sure you wait until the new iPhone is out.

As for the question, not using the stock SMS application. You could use one from the appstore, it will not appear to be coming from your cell number then.
Who will the carrier be?

It would be AT&T... but I just wasn't sure if he could send texts via WIFI only. He currently has the LG shine.. Would the iPhone get better reception than that? Yeah.. I guess if he has to get one of those applications to text.. it won't be that much of a hassle =/

No, you cannot sent regular SMS/MMS over anything but cellular connections. However, if he were to get a GoogleVoice account, he could use it to send SMS when at home. He could also invest the extra $150 for the MicroCell 3G, to give his home coverage, provided he is in an area that can legally have at&t coverage.

okay.. I will look into the GoogleVoice for him. And his internet is through Satellite, so the MicroCell won't work- I looked into it after it first came out. But thanks for the tips!

The TextFree app will give a real local number you can text with, sure it's not your phone # but it is a local number.

It's an option between free and the microcell.
