Wifi Personal Hotspot Removed from 3GS on 4.3 GM Seed?

I have just installed the 4.3 GM seed. I notice that the WiFi option for Personal Hotspot has been removed. I only have Bluetooth and USB right now. I am pretty sure it was available on Beta 1.

I am on Fido with a 3GS with tethering enabled.

Can someone confirmed it is removed from 3GS?

I believe that Steve said personal hotspot was only for iPhone 4 in the iPad 2 keynote.

Yes, they always said it was iphone 4 only.
I doubt that it was there on the 3GS before.

It wasn't there on previous seeds on the 3GS, just Bluetooth and USB
