Wifi plus cellular - How does it work?

I have a lot of free wifi in my area, but not all it is supported by my current provider. This ends up with my phone hooking on to wifi I cannot use! Does this stop it from happening?

Basically, yes. If wifi is not responding, it will automatically use cellular data without you having to manually disconnect from wifi.
