I really doubt it. WiFi is not tied to your cellular network unless they come up with a VOIP solution.

Nope not natively. Although there may be a website of a program like skype that will allow you via wifi.

You can send SMS over the web, but you will need an SMS package (at&t) to receive them.

If signal really sucks at your house and you're going to live there for a while, invest in one of these:
