Started having problems in Sierra. My laptop and Amazon devices recognize (and remember) wifi settings for both networks.. Not so my Mac pro: I have to select a network and enter the password each time I start the Mac or awake from sleep.

Decided to upgrade to Mojave hoping that the problem would be fixed. No such luck.

Did you try to reset wifi preferences? I mean by deleting wifi-associated plists. Those can get corrupted and then settings are not properly stored.
I do not remember what the plists are called, but when I needed it, I just googled it and found on line instructions how to do this.
