I rarely get full wifi bars on my iPad 4th Gen What could be the cause ?
I get full bars on my MBA, although at times it drops ( not often) to 3

Did the device ever have a glass replacement or any other hardware replacement? Sometimes poor workmanship can result in a tear in the WIFI flex.
If not I'd recommend taking this to a genius bar, if you are still under warranty I don't see why they wouldn't help you out
