Wifi sluggish - Some "Device" HPC causing it???

Hi there

My Wifi is really sluggish, most often when some device is visible in the Wifi menu, it's under my actual wifi and has a greyed-out title "Devices" and underneath it says:

HPC78BC8

Now am I paranoid to think that that device is somehow leeching off my wifi connection?

Also my wifi is password secured. And we have no HP Pc's in our appartment.

Could it be somewhere in our neighbors apartment? Is it maybe just showing up in the wifi menu but has nothing to do with why my wifi is sluggish so often lately?
