wifi trouble

i go to settings goto wifi i choose my network but it only asks me for a password there is no bar on top to change it to wep or hex. so i type in my wep key and then a check comes up, but the lock is still there, then i go to safari on top by the at+t it shows wifi and the circle going around fast but when i go to a web site it does nothing then safari can not find server comes up anyone please help am about to go out of my mind. iv'e turning the phone and the router off also. the phone will not let me change it to wep or the hex password can any help me
